PolicyFrameMapper sheds light on decarbonisation policy frameworks across Europe

Recently, the PATH2ZERO project achieved a key milestone with the completion of the report, “Qualitative Description of Existing Pathways.” This report provides an in-depth overview of current national strategies for transport decarbonisation across countries, utilising a common analytical framework.

As part of this work, an interactive dashboard, the PolicyFrameMapper,has been developed under the leadership of Universidad Politécnica de Madrid and with the support of all project partners. This dashboard provides a structured overview of existing policies and measures across European countries under the scope of global climate change scenarios. The tool allows for a comparative analysis of national targets and policy instruments, thereby helping to identify common trends and differences across countries. 

The dashboard includes information on national decarbonisation targets, such as emissions reductions, energy consumption, and renewable energy integration, as outlined in National Energy and Climate Plans (NECPs) for 2030 and long-term decarbonisation strategies for 2050.  It also maps the concrete measures that make up each country's transport pathway, with the option to filter by subsector, governance level, and financing type. Additionally, the dashboard contains also examples from medium-sized cities, and offers insights into how urban areas are contributing to the broader transition.

Beyond policy instruments, the analysis explores national contexts, sectoral interactions (particularly between transport and energy), and identifies both barriers and good practices. It also highlights the role of subnational governance and intersectoral coordination in shaping national pathways. 

The dashboard facilitates cross-country comparison and supports deeper insight into the diversity of approaches taken across European countries. It is a valuable tool for identifying trends, gaps, and opportunities to improve the coherence and ambition of future decarbonisation pathways.

The dashboard lays the foundation for upcoming tasks within Path2Zero that will evaluate the effectiveness of existing measures and contribute to the co-design of future transition pathways.
